CIVIL SERVICE COMMISSION AUTHORIZES BUDGET RELIEF FOR COUNTY AND
LOCAL ENTITIES THROUGH TEMPORARY FURLOUGHS

On March 25,
2009, the Civil Service Commission announced that it has granted State and
local governments the ability to achieve budgetary savings in Fiscal Year 2009
through temporary furloughs of permanent and part-time employees. In order to
implement a furlough program, the County or local entity must file an
application before the Civil Service Commission. The temporary measure takes
effect immediately and will be in place for 60 days. The Civil Service
Commission has also proposed an identical rule that, once formal comment has
been received, will extend the furlough program through the end of State Fiscal
Year 2010. We urge County and municipal entities seeking to take
advantage of the furlough program during Fiscal Year 2009 to move quickly in
order to meet the emergency rule 60 day window. Both the emergency and proposed
furlough rules set forth the manner in which the furloughs may be implemented
and require 15 days notice to the furloughed employees. Florio

Barrack
Mr. Barrack is a partner
with Florio Perrucci Steinhardt & Fader, working with the firm in the areas
of redevelopment / land use / government affairs, public governance and public
contracting. Keith joined the firm in April 2006 from the New Jersey
Governor's office where he served as assistant counsel. In that capacity, he
worked with the chief counsel to the Governor and Director of Authorities Unit
providing legal services to state authorities including the Port Authority of
New York and New Jersey, New Jersey Transit, New Jersey Turnpike Authority,
Casino Reinvestment Development Authority, Delaware River Joint Toll Bridge
Commission, and the Atlantic City Convention and Visitors Authority. His
previous responsibilities in Trenton included serving as Deputy Attorney
General for the Division of Law and Public Safety where he worked with
environmental and litigation issues. Keith received a bachelor of
science degree from Rutgers University School of Business and a Juris Doctorate
from Rutgers University School of Law at Camden. He then served as a law clerk
for the Honorable Richard S. Rebeck, J.S.C., in the Superior Court of New
Jersey. Prior to moving into the public sector, he was an associate at Riker,
Danzig, Scherer, Hyland & Perretti, L.L.P. He is admitted to
practice in New York, New Jersey and Pennsylvania.

Edward F. "Ted" Brennan
Mr. Brennan is an associate with Florio
Perrucci Steinhardt & Fader, working in the practice areas of Municipal and
Real Estate/Land Use Law. Ted received a bachelor of arts degree from
the University of North Carolina at Charlotte and his Juris Doctorate from
Rutgers University School of Law at Camden. While in law school, he was an
intern with the New Jersey Department of Community Affairs' Division of Smart
Growth. Following graduation from law school, Ted served as a law
clerk in the Camden County Superior Court with the Honorable Louis R. Meloni.
He later worked as an associate with the law firm of Lario & Saldutti in
Haddonfield prior to joining the firm. Ted is admitted to practice law
in New Jersey.
