Christie Announces Nominations for Department of Education and Department of Environmental Protection

Governor-Elect Chris Christie has announced the appointments of Bret Schundler as the Commissioner of the Department of Education and Bob Martin as the Commissioner of the Department of Environmental Protection. Schundler and Martin are both widely known as uniquely innovative leaders in their respective fields with extensive experience in both business and government.
Bret Schundler is currently the Chief Operating Officer of the King's College in Manhattan, where he previously taught public policy as an adjunct professor. He was the Managing Partner of People Power America, LLC, which licenses TeamVolunteer, an online tool widely used by political campaigns and non-profits. Schundler is perhaps most widely known for his innovative policies as Mayor of Jersey City, noted by Time Magazine as a "national model for urban reform."
Schundler, the longest serving mayor of Jersey City in fifty years, was the first Republican Mayor of the city since World War I and won his second election by the largest margin of victory for a Jersey City Mayor ever, in a city that is only 6% Republican. His policies were credited with the reversal of numerous negative trends, including soaring property taxes, plummeting property values, property abandonment, job loss, and high rates of unemployment and crime. He successfully championed charter school legislation and led Jersey City to open one of New Jersey's largest charter schools. Bret Schundler is also known nationwide for his support and promotion of ethnic and religious tolerance.
For over 25 years, Bob Martin was a partner with Accenture, LLP, the largest business and technology consulting firm in the world, with over 140,000 employees worldwide. With Accenture, LLP, he gained extensive experience consulting to numerous types of businesses and industries, focusing on the utility and energy industries. For 5 years, Martin lived in England where he worked with several large UK water and electric utilities as the companies privatized and the markets deregulated. In addition to his international experience in England, he also spent extensive time working with utility and energy companies in Europe and Canada.
Martin is the Chairman of the Finance Committee for the Mercer County Republican Committee, Chairman of the Salvation Army Advisory Board of Greater New York and currently serves on the Princeton Healthcare System Foundation Board. As a policy advisor to Christie, Martin assisted in shaping and drafting the Governor-Elect’s Energy policy and Environmental policy, as well as most other policy areas. He has also advised several other U.S. Senate, Congressional and Gubernatorial candidates in other elections in recent years, especially in energy policy.

Philip J. Morin
III
Mr. Morin is a partner with Florio
Perrucci Steinhardt & Fader, working in several practice groups including
Environmental, Construction and Public Contracting, Litigation Defense, Real
Estate/Land Use, and Redevelopment. Phil was named one of New Jersey's "Forty
Under 40" Lawyers, New Jersey Law Journal, 2007. According to the Law
Journal's publisher, the lawyers on the list are people who are "worth watching
not only for what they have achieved so far in their careers but more so for
the potential they show to be among the leaders of the New Jersey bar in the
next decade."
He has performed environmental and zoning due diligence
in support of corporate and real estate transactions, and has assisted clients
in the investigation, remediation and development of brownfields properties.
Mr. Morin has appeared before land use boards and redevelopment agencies on a
variety of residential, retail, commercial and industrial development and
redevelopment projects.
Mr. Morin represents clients in transactions
involving industrial and commercial properties and negotiates leases on behalf
of commercial landlords and tenants. In addition to advising clients on
traditional real estate matters, Mr. Morin has also assisted industry and
property managers on matters relating to climate change and renewable energy
facilities as well as compliance obligations under various programs governing
asbestos, lead, mold and other indoor air and worker safety issues. Mr. Morin
has substantial experience in real estate and land use litigation matters,
including litigation involving the designation of redevelopment areas, tax
appeals, eminent domain proceedings and disputes over master deed and bylaw
provisions of condominiums.
He counsels clients in transactional, permitting, licensing, compliance and enforcement matters under federal and state health and safety, air and water pollution, hazardous and solid waste, site development and property transfer laws, such as the New Jersey Industrial Site Recovery Act ("ISRA"). Additionally, he has litigated cost-recovery, contribution and natural resource damages claims under CERCLA and the New Jersey Spill Compensation and Control Act in federal and state court and has represented commercial, industrial and utility clients in various administrative proceedings involving permitting and licensing matters.
Mr. Morin is a Senate Appointee to the NJDEP Small Business Compliance Advisory Panel. He is a member of the Legislative Committee & COAH Task Force, NJ Apartment Association; the LEED Homes Committee, United States Green Building Council of New Jersey; the New Jersey Wireless Association; the Gateway Regional Chamber of Commerce, the Land Use Section of the New Jersey State Bar Association; and the Union County Bar Association. Additionally, he is a Leadership New Jersey Graduate Fellow and the editor of New
Jersey Zoning Watch Law Blog (www.njzoningwatch.com). He frequently acts as a panelist or moderator at seminars and other public speaking engagements. He has also authored several articles and legal newsletters on a range of topics including the real estate development and redevelopment processes, affordable housing and New Jersey's climate change mitigation efforts.
Prior to joining Florio, Perrucci, Steinhardt & Fader, LLC, Mr. Morin practiced law at Saul Ewing. Previously, he practiced at LeBoeuf, Lamb, Greene & MacRae LLP before becoming a solo practitioner.
He has served as a member of the Township Committee in Cranford, NJ, including a term as Mayor and currently serves as the Chairman of the Republican Committee of Union County.
Mr. Morin graduated cum laude from Drew University with a B.A. and earned his J.D. from Rutgers University School of Law, serving as articles editor of the Rutgers Law Review. He is admitted to practice law in New Jersey and New York.
